摘要
本文以制造业企业为研究对象,利用2009-2016年上市公司及其子公司的专利数据,考察营改增政策对企业创新的影响。研究结果为:营改增政策显著抑制了制造业企业创新水平,且对非国有企业和低技术水平企业的抑制作用更显著。虽然营改增政策对制造业企业创新有抑制效果,但是营改增政策对制造业企业绩效有显著促进作用,且对非国有企业绩效促进效果更显著。本文研究表明,营改增政策的实施促使制造业企业通过专业化分工来提高绩效,但由于不同类型企业选择的升级路径不同,企业自主创新意愿影响也不同,营改增政策对整体制造业企业创新激励作用并不明显。
This paper takes manufacturing enterprises as the research object and uses the patent data of listed companies and their subsidiaries from 2009 to 2016 to test the impact of the policy of replacing business tax with value-added tax on enterprise innovation. The results show that the policy of replacing the business tax with a value-added tax significantly inhibits the innovation level of manufacturing enterprises and has a more significant inhibitory effect on non-state-owned enterprises and low-tech enterprises. Although the policy of replacing the business tax with a value-added tax has a inhibitory effect on the innovation of manufacturing enterprises, the policy of replacing the business tax with a value-added tax has a significant promoting effect on the firm performance of manufacturing enterprises. The research in this paper shows that the implementation of the policy of replacing the business tax with a value-added tax promotes manufacturing enterprises to improve their firm performance through specialized division of labor. However, as different types of enterprises choose different upgrading paths and have different impacts on independent innovation willingness, the policy of replacing business tax with value-added tax has no obvious incentive effect on innovation of the whole manufacturing enterprises.
