摘要
根据欠发达地区高校的实际条件和发展需要,结合高等教育发展规律,以科学发展观为统领,提出以创新为发展动力,以人的全面发展和推进素质教育为目标,实现教育理念、教育模式、教育目标定位和教育体制的根本转变;实施"人才强校"的可持续发展战略;正确处理教育发展与人力资源不相匹配的矛盾;打破发展"瓶颈",正确解决教育发展与投入不足的矛盾,推动欠发达地区高校科学发展。
