摘要
本文认为目前我国社会救助体系建设已经取得了很大成就,但是仍然还有很多不足。进一步改进和完善社会救助体系需要调整和转变观念;要以低保制度为基础构建城乡统筹的社会救助体系;要推进全方位的组织创新,致力于重建针对救助对象的组织支持体系;要致力于社会互助机制的建设;推进立法和促进参与是完善社会救助体系的重要保障。
This paper considers that it's a great success to have built a social assistance system so far in China,but there still exists some deficiencies in the systemFor further improvement of the social assistance system,traditional modes of thought should be changed,overall plans for urban and rural assistance system should be made based on the minimum living security system,organization supporting system fror the assisted should be rebuilt and the social mutual help system should be devotedly worked forThis paper also considers that the guarantee of improving social assistance system is to carry forward legislation and to promote mass participation
