摘要
广州在国土规划管理上已做出了一些改革探索,但仍存在政府与市场的整合度不足、市区两级权限尚不明晰和机构业务初步整合等问题。面对自然资源部的成立以及国土空间规划体系提出的新要求,广州在国土规划管理上,需进一步完善多主体合作的公共政策工具,构建多向联动的政府组织框架,强化深度整合的服务供给环节。
Guangzhou had made some reforms and explorations in the management of land planning,but there are still problems such as insufficient integration between the government and the market,unclear authority at the urban level,and initial integration of the business.Faced with the new requirements,Guangzhou needs to improve the public policy tools for multi-agent cooperation in the management of land planning,build a multi-directional government organization framework,and strengthen the deep integration of service supply link.
