摘要
介绍了新加坡“白色地段”的新概念及其运作程序 ,并以新加坡“商业园—白色”地段为例 ,阐述了其优势之所在。最后对“白色地段”这一概念进行了深入的分析 ,认为“白色地段”体现了城市建设适应于未来发展的新特征 ,也体现了政府负责任的规划态度 ,它是确保规划灵活性与严肃性、确定性与不确定性的有效途径 。
This paper introduces a new concept of 'white site' originated from Singapore and its operating procedure. The case study of 'business park white zone' from Singapore is used to describe the advantages of 'white site'. The 'white site' concept manifests the new characteristic of urban construction being adapting to future development and the attitude of the government being responsible toward city planning. The concept can be used as an effective approach to ensure the planning being of both rigidity and flexibility; certainty and uncertainty. It also shows the traditional ideology of mixed use.
