摘要
奥巴马政府颁布的ESSA帮助学生获取必需的知识和技能。ESSA有公平化、完整化、科学化、减负等特点,在完善问责制、培养优质师资、设立竞争项目等方面有着独特优势。文章通过对美国新旧法案发展与变革的分析,为我国基础教育改革相关政策文件的制定和完善提供可借鉴的经验。
The ESSA Act intended to improve the quality of basic education in the United States and to truly help students acquire the necessary knowledge and skills.ESSA Act is a succession and rectification of NCLB Act.It is characterized by fairness,integrity,scientificization,and burden reduction with unique advantages in improving the accountability system,cultivating quality teachers,and establishing competitive projects.Therefore,through the analysis of the development and reform of the new and old American acts,some enlightenment can be obtained to improve the relevant policy for basic education reform in China.
