摘要
随着西方近代交通文明的传播,民国时期北京拉开了汽车化的序幕。这一时期,北京的汽车数量日益增多,性能日渐提升,用途不断扩展,相关市场及行业体系也初步建立起来。为规范汽车管理,市政府制定了相应的税捐政策与行政法规,并根据汽车发展情况不断调整。然而,因政局不稳且经验不足,市政当局执行能力薄弱,使得在汽车管理中存在较多问题。与此同时,汽车也开始改变市民的日常生活,便利了中、上层市民,使其出行半径扩大,下层市民的交通空间被压缩。鉴于汽车独有的行驶特权,不同阶层对其态度迥异,社会中也逐渐形成了一系列新风尚。
With the propagation of modern western traffic civilization,Beijing initiated the process of motorization in the period of the Republic of China.During this process,the development of automobiles in Beijing took on the characteristics of gradual increase in quantity,rising vehicle performance and constant extension of applications.Moreover,the automobile market and industry system were preliminarily established.In order to regulate the management of automobiles,the municipal government formulated and constantly adjusted the relevant tax policies as well as the administrative regulations.Nevertheless,a lot of problems regarding the automobile management emerged since the governing capacity of the unstable and inexperienced municipality was quite weak.Meanwhile,the daily lives of ordinary citizens started to change owing to motorization.The travel convenience was improved and the travel radius was expanded for the middle and upper classes,while the traffic space of underclass was significantly compressed.Due to the particular travel privilege of automobiles,different social stratum held different attitudes toward automobiles,and a series of new trends started to form in society.
