摘要
以绿色发展理念推动乡村振兴是加快农村生态文明建设、构建高质量农业现代化经济体系的现实要求。为揭示我国农村绿色发展的影响因素及其发展水平,本研究以绿色发展为理念,在借鉴已有相关成果的基础上,从农业经济绿化度、资源环境承载力、农村社会发展和政府绿色支持四个维度构建我国农村绿色发展评价的层次模型及其测度指标体系,并运用熵值法、TOPSIS和影响度模型的实证分析表明:2011—2016年我国农村绿色发展水平总体上处于上升态势,各子系统绿色发展水平从高到低依次为:农业经济绿化度、农村社会发展、政府绿色支持和资源环境承载力;制约我国农村绿色发展水平的因素依次为农村社会发展、资源与环境承载力、政府绿色支持和农业经济绿化度。以绿色技术构建绿色农业生产体系、完善农村资源环境的绿色治理体系、构建农村绿色生活方式的行动体系和完善农村的绿色财政支持体系是实现乡村绿色振兴的现实选择。
Promoting rural revitalization with the concept of green development is a realistic requirement to speed up the construction of rural ecological civilization and build a modern economic system of high quality agriculture.In order to reveal the influencing factors of China’s rural green development and its level of development,this study,taking green development as the concept,builds a hierarchical model and its measurement index system for the evaluation of China’s rural green development from four dimensions:the greening degree of agricultural economy,the bearing capacity of resources and environment,rural social development and government green support on the basis of referring to the relevant achievements.The empirical analysis using entropy method,TOPSIS and impact model shows that the level of rural green development in China is generally on the rise from 2011 to 2016.The green development level of each sub-system is from high to low:the degree of agricultural economy greening,rural social development,government green support and the bearing capacity of resources and environment.And the influencing degree,from high to low is rural social development,the bearing capacity of resources and environment,government green support and the degree of agricultural economy greening.Building a green agricultural production system with green technology,improving the green governance system of rural resources and environment,building an action system of rural green lifestyle and improving the green financial support system in rural areas are realistic choices to realize the green revitalization of rural areas.
