摘要
实现并维护社会公正是构建社保体系的基本目的,我国现实中还存在对社保体系有效性产生约束作用的影响机制,探讨社保制度内在机制的改革,就要研究社保制度的"适度公正"性;就要研究社保制度"公正与效率"的协调性;就要研究社会保障体制改革与解决现实问题能力的内在关系。在做好社保改革的具体实践中,我们应该强调推进纵横并行的社会保障制度改革思想;应该重视建立以公平正义为核心思想的社会保障道德体系;应该完善配套的社会保障立法。
Achieving and maintaining social justice is the basic purpose for building social security system.However,constraints still exist on the validity of the role of the social security system.To discuss the internal mechanism of the social security system reform,we must study its "appropriate and fair" nature,coordination between justice and efficiency,inherent relationship between social security system reform and the ability to solve practical problems.In the practice of social security reform,we should emphasize vertical and horizontal parallel reform mind,attach importance to the establishment of moral social security system with fairness and justice as the core,improve matching social security legislation.
