摘要
鉴于集权政府在市场化进程的大背景下,制定政策和政策执行中所日益暴露的缺陷和消极影响,分权政府已成为现代政府构建的目标模式。对中国政府简政放权的制度背景及其实践进行总结,从制度层面对分权政府构建中遇到的障碍进行分析,更新对分权政府的研究视角。
To the power-centralized government,more and more limitations and negative affects about the policy-making and its implement have been discovered under the background of market economy.From a new angle of view,this paper summarized the systematical background and practices of Chinese Governments’ streamlining administration and instituting decentralization,by analyzing the systematical obstacles to the establishment of power-distributed government.
