摘要
目前,我国水资源监管考核工作主要集中于行政区域内的监管考核,水功能区划中的省界缓冲区因其跨界性特点,适用性存在问题。因此,研究者依据国家对省界缓冲区的有关规定和水功能区限制纳污红线制度确定的纳污红线控制指标,基于层次分析法(AHP)原理构建了以省界水质、总量与浓度控制、入河排污口管理、基础设施与制度实施作为关键绩效指标的三级省界水资源保护监管考核指标体系,并以川渝省界缓冲区为例验证了该指标体系及权重设计的合理性与可行性。
At present, the supervision and assessment of water resources in China are mainly conducted within an administrative region. The application of this supervision and assessment system in the buffer zone of water function zoning system is not fully suitable due to the trans-boundary characteristics. Therefore, based on relevant regulations on provincial buffer zone and pollutant control key index of water function zone, a three-layer supervision, monitoring and assessment index system is designed for the assessment of buffer zone management effectiveness by analytic hierarchy process( AHP), in which the water quality, pollutant concentration and total quantities, sewage outfall management, infrastructure and regulatory implementation are key index. A case study is carried out in the buffer zone between Sichuan and Chongqing of Yangtze River.The results of case study prove the feasibility and applicability of assessment index system and proposed factor weight.
