财政赤字是宏观调控的手段,对其评价,关键是看宏观经济状况和社会总需求小于总供给,财政赤字就是好的;社会总需求大于总供给,就不能搞财政赤字。因此,对于积极财政政策淡出的时机及其进度,需要认真选择。
The financial deficit is a means of macro adjustment and control, the key to appraise it is to see the macro-economic situation. When the total social demand is smaller than the total supply, the financial deficit is exactly good, vice versa. So, the Government should choose seriously the time and schedule to retreat from the positive financial policy.
