摘要
《深化党和国家机构改革方案》明确"将国家质量监督检验检疫总局的出入境检验检疫管理职责和队伍划入海关总署"。此次机构改革,需要实现从人员到业务的深度融合和发展,形成1+1>2的效应,才能有效提高基层人员和企业的获得感,不辜负国家进行机构改革的初心。文章简要梳理了海关与原国家质量监督检验检疫总局(以下简称"原质检总局")企业信用管理制度发展的历史沿革,分析了新海关企业信用管理融合发展面临的主要困难和问题,从创新海关企业信用管理制度、推进国家社会信用体系建设、加大企业评信结果在全国通关一体化改革中的应用以及保障企业信用管理工作的平稳过渡等四个方面,为新海关企业信用管理融合发展提出了思路和对策。
The Program on the Deepening Reform of the Party’s and State’s Institutions 2018 puts forward to'merge the State Administration for Quality Supervision and Inspection and Quarantine(AQSIQ)into the General Administration of Customs(GAC)'.This institutional reform requires deep integration and development in respect of both personnel and operation,so as to bring about the effect of'one plus one greater than two',effectively elevate the sense of gain of the frontline officers as well as those businesses and materialize the original intention of the reform.The paper reviews briefly the history of the enterprise credit management conducted by GAC and AQSIQ,delves into the main difficulties and problems encountered after the integration and puts forward some suggestions on the synergistic development of the enterprise credie management after the integration in terms of innovation of system,development of social credit system,application of the results of credit certification in the national integrated clearance and stable transition of enterprise credit management.
