摘要
安全生产,人人有责,企企有责。面对严峻的工程建设安全生产形势,在工程建设过程中居主导地位的建设方,应该也能够发挥安全生产管理责任,在安全生产的同时,保障工程建设的质量、进度、投资目标的实现,实现项目安全生产和管理效益双赢。建设方实施安全管理的途径主要有以安全业绩优选承包商,进行安全检查、安全奖励等方法。德上高速公路项目建设办公室实施的建设方安全管理实践,表明了业主参与的安全管理具有明显的社会和经济价值。
It's the duty of everyone and every enterprise to ensure safety production.Facing the severe safety production situation of engineering construction,the construction enterprise that played a key role in engineering construction could take responsibility of safety production and ensure the objectives of project progress,investment and quality on the condition of keeping production security in order to realize safety production and management benefit in the project.The ways for construction enterprises to implement safety management mainly included choosing contractors based on their safety performance,carrying out security checks or security rewards and so on.The safety management practice implemented by the construction office of De-Shang highway project showed that the safety management with the owner participating in had great economic value and social value.
