摘要
社会养老服务建设已经成为我国老龄事业的长期主导思想和当前紧迫任务,但目前对社会养老服务还缺乏统一的认知,也存在一定程度的误解。在对这些误解进行厘清的基础上,对社会养老服务体系的重要概念包括社会养老服务的对象、性质,特征、发展路径等进行重新审视和明确界定,提出构建普惠型、服务型、宏观政策层面的"福利性""公益性"原则和微观经营层面的"产业化发展"原则有机结合的多层次社会养老服务体系。
The development of the social service system for the old is long-term dominant ideas and an urgent task of aging undertaking. At present no consensus has been reached on the important concepts of social service system for the old, which have triggered some misunderstandings. The article attempts to clarify some false viewpoints in existence and define some important concepts such as service object, property and development path. Additionally, the article puts forward a service-based, multi-tiered, universal-type social service system for the old which also combination of public welfare and industrialization.
