摘要
GOCO(GovernmentOwnedContractorOperated)模式在美国已实行多年 ,但英国国家物理实验室 (NPL)是目前实行这种模式并且取得良好效果的典范。本文首先分析了NPL实行GOCO模式的背景、过程和效果 ,然后探讨我国部分公益类科研机构在转制中实行GOCO模式的可行性和必要性 ,并分析了实行这种模式需注意的主要问题 。
GOCO(Government Owned Contractor Operated) model has been implemented in American Federal Laboratories for many years, while its highest performances has been made by NPL(National Physical Laboratory of Britain). This paper firstly analyses what are the background, process of the GOCO model carried out by NPL and its result. Secondly, the article discusses the feasibility and necessity of public sector R&D institutes of China implementing GOCO model, besides the other alternative choices: transferred to enterprises, medium organizations, institutes; managed according to NPO; incorporated into colleges and universities or disbanded. Finally, the paper analyses main problems in the future process for China to adopt this GOCO model, and points out what the most important is to build and consummate mechanism of supervision and restraint.
