摘要
在4G业务快速发展、移动运营商间竞争加剧、移动互联网公司新业务对移动运营商传统业务产生巨大冲击的背景下,移动运营商面临属地资源精细化、个性化、动态化管理的问题。为解决上述问题,移动运营商将属地进行多层级无缝划分,形成空间信息多级网格,并利用信息化技术手段,基于网格单元进行资源整合、事务处理和业务监控,从而有效地实现了精细化、个性化、动态化的网格化管理。移动运营商网格集中管理中心系统综合运用了手机APP技术、GIS技术和OLAP技术,并以FLEX技术和视频流技术为辅助技术,整合监控多方面业务系统,基于手机APP和WEB浏览器的访问方式,为各级系统使用者提供网格单元内多种主题信息监控以及渠道盘点等功能,支撑了全方位、精确、高效、可视化的属地资源网格化管理体系。最后,本文所述的移动运营商网格集中管理中心系统设计方案在北方某市移动运营商进行了实现,按照市公司、分公司、区域中心、网格、营业厅的五级网格管理层级,提供基于五级网格单元的信息整合、事务处理和业务监控,取得了良好的应用效果。
With the rapid development of 4G services, increased competition from competitors, great challange from internet company's business, mobile operator is facing intensive, individualized and dynamic management problems of territorial telecom resources. In order to solve above problems, mobile operator divide territorial area to multi-level seamlessly spatial grids. Integrate resources, monitoring business and transactions to spatial grid unit based on informa-tion technologies. Mobile operator Grid Management Central System provide multi-topic information for all levels grid unit, accessed by mobile APP and Web browser, based on mobile APP technology, GIS technology and OLAP technol-ogy, assisted by Flex technology and Video Streaming technology. Finally, considering the actual five level grid man-agement needs of one mobile operator in north china, the theories of Mobile Operator Grid Management Central Sys-tem had been designed and implemented.
