摘要
该文在介绍黄河水环境现状的基础上 ,针对黄河流域水资源保护管理中存在的问题 ,从法制体系、管理体制、现行制度三方面进行分析 ,并依据黄河流域实际情况提出 :健全法规体系、改善管理体制、深化取水许可制度、建立市场经济体制、疏通经费渠道等改革措施 ,进而建议建立以健全的法制为主、以行政手段和市场调控为辅的黄河流域水资源管理体系。
After sum up the present conditions of water resource in the Yellow Rive, existing issues concerning water resource protection and management in the Yellow River basin are analyzed from three respects as legal institutions, administrative systems and current regulations. Accordingly, Several corresponding reform proposals related to water resource utilization in the Yellow River basin are put forward: completing legal institutions, improving administration system, strengthening publicizing, deepening the License System Of Water Diversion, constituting market economy system and increasing sources of fund. It concludes that to it is necessary to establish the management system of water utilization mainly relying on legal system and with administration means and market regulation subsidiary. The research is expected to provide scientific reference to water resource management of the Yellow River basin.
