摘要
通过对影响农民健康保障因素的深入分析,认为经济因素决定论主导下的政府责任弱化是导致农民健康保障缺失的根本原因。经济因素决定论主导下的农村卫生政策也是漠视现实问题与长远影响的非理性政策取向。要切实有效地解决农民健康保障问题,必须建立权责明确的、有可靠保障的、可持续的责任机制。当前尤需在保障预防工作、保障基本服务、保障疾病风险三方面建立中央领导、地方负责、分级管理、以县为主的农村卫生工作管理体制和投入机制。
By an in depth analysis of factors that influencing the health security system for rural farmers,author finds out that the fundamental cause for lacking such system lies in the weakness of government responsibility.Under the thinking of economic dominance,rural health policy stipulation is an irrational one that tends to ignore the current problem and its long term influence.In order to solve those problems effectively,it is a must to estabilsh a sound accountability mechanism,with a clearly defined,well guaranteed and sustainable responsibility system.At the present,in the following three areas of preventive health work,basic medical care and establish risk pooling for rural farmer to against diseases,there should esablish a administrative system and financing mechanism for rural health work that ensure a strong leadership from central government,local government should also take relevant responsibility,each government should be responsible for its own level,county government should play a key role.
