摘要
[目的/意义]旨在为公安机关提高合成作战效能提供参考。[方法/过程]介绍H市公安局合成作战中心的人员构成、主要职能及运行机制,分析制约合成作战效能的因素。[结果/结论]提出加强顶层设计,实施"一把手"工程;创新体制机制,提高人员合成程度;完善基础建设,夯实情报"地基";积极借势借力,警企合作强智能;明确职能定位,当好参谋助手等提高公安机关合成作战效能的对策建议。
[Purpose/significance]The paper is to provide references forsynthetic combat performanceimprovement in public security bureau.[Method/process] The paper introducesthe staff composition,main functions and operational mechanism of synthetic combat center in H city,and analyzes the factors affecting synthetic combat performance. [Result/conclusion]It puts forwardssome countermeasures and suggestions,such as enhancing top-level design,and carrying out'Top Leadership Project';facilitating the cooperation between police and enterprises to reinforceintelligentization;making the function orientation clear,and acting as an assistantadviser.
