摘要
[目的/意义]政府数据治理在治理主体、治理对象和治理模式等方面,超越了传统电子政务的范畴,是政府信息化建设面临的新课题,分析当前政府数据治理中的主要问题并研究对策建议,对建设智慧型政府、促进国家治理现代化具有重要意义。[方法/过程]文章基于实地调研,采取扎根法开展研究,以上海为例分析了当前我国政府数据采集、共享、利用、开放和服务等环节中存在的问题,以及技术、能力和制度方面的原因,[结果/结论]提出我国应加强网络体系、人才队伍和制度标准建设,建立科学高效的政府数据治理体系。
[Purpose/Significance]Government data governance in the governance subject,governance object and governance model,beyond the scope of traditional e-government,is a new topic facing the government informatization construction,analyzing the main problems in current government data governance and researching countermeasures,building a smart government It is of great significance to promote the modernization of state governance.[Method/Process]Based on field research,this paper takes a grounded approach to conduct research,and takes Shanghai as an example to analyze the problems existing in the current government data collection,sharing,utilization,opening and service,as well as technical,competence and institutional reasons.[Result/Conclusion]The paper proposes that China should strengthen the construction of network system,talent team and system standards,and establish a scientific and efficient government data governance system.
