摘要
非政府组织一般是指那些非政府的、非营利的、致力于公益事业的社会中介组织。它在全球范围的兴起 ,是对长期困扰人们的、社会转型期所凸现的市场失灵和政府失灵问题的反应和回答 。
Generally, NGOs are the non governmental and non profitable social medium organizations, which endeavor for public welfare. The emerging of NGOs in the globe is not only the response to the market failure and government failure, which are disturbing us during social transformation, but also the organizational and institutional innovation in the history of the development of human society.
