摘要
文章指出"网络中立"的内涵是将网络作为中立、民主技术来发展,该通信工具应具有平等、自由、开放之精神特质。梳理了美国图书馆界在"网络中立"立法论辩中的参与活动,指出维护智识自由是图书馆的使命,而网络中立是图书馆开展服务的基石。认为《网络中立条例》中"消费者"定义模糊、未给予无线网络服务足够的保护、"无歧视"表述不够明确等不完善之处对图书馆未来的影响值得关注。
The article points out that the connotation of 'network neutrality' is the network as a neutral,democratic technology.Equality,freedom and open should be the ethos of this communication tool.Collects the activities of U.S.libraries' participating in the 'net neutrality' legislative debates.Points out that the maintenance of intellectual freedom is the mission of the library;net neutrality is a cornerstone of the library service.That the vaguely defined 'consumer' in the network neutrality rules,does not give adequate protection of wireless network services,'non-discriminatory' statements are not clear enough and other imperfections will impact the future of the library.
