It is the government' s economic character and attribute of public goods that determine the characters scopes category and means of government' s public goods supply. We can discribe the government' s economic character from three dimensions: dicision -making, information, dynamics. The economical understanding of public goods has switch from dependent on public finance to an independent theory of public goods. We can get judgement and means of government' s public goods supply by combining these aspects.
