摘要
适度的财政赤字在深化改革、促进经济增长、刺激消费需求、优化经济结构等方面发挥了重要作用,但在赤字规模、使用效益、管理原则以及与其他政策的配套使用方面还存在着不足。因此,在今后的财政赤字使用中,应控制赤字规模,减少财政赤字数量;合理确定使用方向,提高财政赤字的使用效益;调整财政政策措施,科学运用赤字财政政策;充分运用多种政策手段,建立完善的宏观调控体系。
Financial deficits at moderate degree has played an important r ol e in aspects such as depeening reform,promoting economic increase,stimulating demand in consumption and optimizing economic structure.But there are problems in the scale of financial deficits,benefits,managing principle and employmen t of complete set of other policies.Therefore,in future using financial defic its,we should check the scale of financial deficits and reduce the amount of it,decide the correct direction so as to raise the benefit of using financial d eficits,regulate policies and measures in financial policies and scientifically employ the policies,bring into full use various measues and establish perfect system of macro-regulation.
