摘要
为顺利实施国家创新驱动发展战略,必须建设高水平的科技支撑体系和创新基地。中央级科学事业单位修缮购置专项(以下称修缮购置专项)资金作为科技支撑体系条件建设的基础保障,是新时期我国建设科技创新体系的重要举措。修缮购置专项项目实施的好坏,直接关系到国家创新驱动发展战略的实现。文章将从项目背景、规划、申报、执行和验收等几个方面介绍修缮购置专项的情况,以及管理过程中的体会和思考,以期为相关单位修缮购置专项管理工作提供参考。
The establishment of supporting systems and innovation bases for science and technology is an essential issue for the implementation of the national strategy of innovation- driven developments. For this purpose,Special Fiscal Funds of Repair and Purchase for national public institutions,has become an important measure for the construction of science and technology innovation systems in the new times. As a consequence,the quality of the implementation of this project is directly related to the realization of the national innovation- driven development strategy. In this article,the background,planning,applying,implementation and inspection and other related issues of projects supported by the Special Fiscal Funds,as well as authors' personal experiences and thoughts of the managing processes were introduced. The results may serve as the reference materials of project managements for those institutions undertaking the projects for Repair and Purchase.
