摘要
推进户籍制度改革是北京市实现城乡发展一体化、加快新型城市化发展的重要内容。北京市户籍管理制度改革,既是时代发展的需要,也是北京自身发展的需要。在新时期,北京市要将户籍制度改革提上公共政策议程,统筹制定户籍制度改革方案,针对具有北京本市户籍的城乡居民和没有北京市户籍的外来人口,采取分类和分步骤的改革政策,要从北京市全部行政区域以及首都圈等空间层次上进行产业布局和公共资源配置的相应调整。
Promoting reform of household registration system is the important content of integration of urban and rural development and speeding up development of new urbanization.Household register management system reform of Beijing city is development need of both times and Beijing′s own.In the new period,household registration system reform of Beijing city should be put on public policy agenda,and its program should be co - ordinated.With the urban and rural residents of Beijing city and floating population without Beijing household registration,classification and step - by - step reform policies will be carried out.From space level of all administrative area of Beijing city and capital circle,industry layout and allocation of public resources should be correspondingly adjusted.
