摘要
针对当前黄河下游河道滩区概况及存在的一些新情况和新问题,提出了"两步走"的黄河下游河道治理方略。近期拟采取"滩区防护堤+格堤"的治理方案;当进入黄河下游河道的水流泥沙条件满足窄河条件时,远期实施"窄河固堤"方案。建议黄河下游堤防的防御标准从固定的22 000 m^3/s流量改变为防御1 000年一遇频率洪水。黄河下游堤防规划与建设实行远近结合,一次规划,分步实施;对黄河下游滩区分类分层次管理;消除北金堤滞洪区。
The current overview and some new problems of the river beach in the lower Yellow River were studied in this article. The strategy of 'two steps' management is proposed. 'the floodplain protection embankment and levee' governance plan is suggested for recent period. When the water and sediment enter into the narrow reach of the downstream channel of the Yellow River, the scheme of 'narrow river fixed dike' should be implemented in the long period. It is suggested that the lower Yellow River embankment defense standard should be changed from 22 000 m^3/s fixed flow to a frequency flood of 1 000 years. The embankment planning and construction should be integrated, once planned and implemented in steps. Management of the lower Yellow River floodplain should be classified and stratified, and finally the North Jindi detention area is suggested to be eliminated.
