摘要
在国家"十二五"规划开局之际,二期天保工程启动之时,国家发改委、国务院颁布出台了《大小兴安岭林区生态保护与经济转型规划》,为大小兴安岭林区带来了前所未有的机遇和挑战。《规划》的出台,对于加快推动大小兴安岭林区经济社会发展具有重大的现实意义和深远的历史意义。社会对生态建设的迫切需求,人们对生态改善的迫切渴望,市场对绿色产品、林特产品等需求的不断扩大,维护我国木材安全问题的提出,都为林业和林区的发展带来了机遇。另一方面,稳定粮食生产、经济发展对资源的过度依赖,又给保护生态带来巨大压力。《大小兴安岭林区生态保护与经济转型规划》和天保工程的延续,都为强化生态建设、加快科学发展步伐提供了很多的政策机遇。实现经济转型,体制机制转型是前提。在国家"十二五"规划中,已明确将森林覆盖率和森林蓄积量确定为约束指标。一定要从大局的高度充分认识和重视生态建设,要坚守基础,巩固成果,坚持生态优先的战略定位,将持续增加森林资源,发挥生态功能做为发展的主攻方向。
iAt the beginning of the twelfth five-year – plan and the second period of Natural Forest Protection Program,State Development and Reform Commission and State Council promulgate Planning for the Ecology Protection and Economic Transformation in Da Xing'anling and Xiao Xing'anling,which takes both the unpreredented opportunities and challenges to Da Xing'anling and Xiao Xing'anling.And it also has great immediate and far-reaching significance for accelerating economic development in forest area.Opportunities for forestry and the development of the forest area have been given by urgent needs of eco-construction,the strong desire for ecology improvement,the expansion for needs of green products and the problem posing for protecting Timber Safety.On the other hand,excessive dependence on resources to steady grain production and economic development causes intense pressure to ecology protection.Planning and Natural Forest Protection Program provide political opportunities for intensifying eco-construction and speeding up science development.System transformation is the prerequisity for economic transformation.In the twelfth five-year-plan,forest coverage and forest volume have been the restrictive indicator.We must understand and think highly of eco-construction according to general situations,strengthen basis,consolidate achievments,and keep ecology first,and we must take increasing forest resources constantly and making full use of ecological function as the main task.
