摘要
加入WTO加速了我国居民消费的国际化进程 ,也对我国居民消费的政府干预提出了新的要求。技术壁垒是WTO规则的重要规定 ,在国际化消费中能发挥对居民消费的有效调节和保护作用 ,是开放性居民消费干预机制的必要补充和必然选择。为了使技术壁垒有效发挥对居民消费的调节和引导作用 ,必须加强有关研究工作 ,强化口岸管理 ,加快口岸查验和通关体制改革 。
Chinas accession to WTO sped up international course of the residents consumption in China and also brought new requirements on Chinese governments interference in the residents consumption behavior. Technical barrier is an important regulation provided by WTO. It can bring effective adjustment and protection to residents consumption in the international context. It also acts as a necessary complement and an inevitable choice for the intervention system of an open residents consumption. In order to make full use of its function, it is necessary to carry out relative researches, strengthen management of ports, expedite reform of port inspection and clearance system, and improve the quality of control and of service for residents consumption.
