摘要
对中国发电企业的规模经济进行分析.利用随机决定分析的方法估计发电企业成本函数的包络,以1991年的数据为样本初步分析中国燃煤基荷电厂中的规模经济.分析表明,相对于规模经济不明显的临界点10TW@h而言,大部分企业的年发电量在2～4rW@h,仍处于规模报酬递增的阶段.发电企业的重组有助于通过规模经济提升成本效率,但应做到在保证规模经济的前提下尽量分散,以降低可能的市场力量.
This paper analyzes the economy scale of Chinese electricity generation enterprises.The DSA method is used to estimate the envelope of cost function in electricity generation enterprises.Analysis of the economy scale in Chinese base-load coal-fired generation companies is based on data in1991.The analysis shows that the bound of'flat'region of cost curve is about10TW·h per year,while most companies generated their output between2~4TW·h per year,and most generation companies are in the increasing return to scale region.The restructuring of generation assets can improve cost efficiency through economy scale,but the generation assets should be as decentralized as possible to avoid potential market power while the economy scale is still held.
