摘要
市场经济建立后 ,企业和个人失信问题严重。然而 ,作为非市场经济主体的政府失信问题也日益严重。我国目前对政府失信的问题尚关注不足。事实上 ,政府诚信的建立十分必要。笔者从民主政治、法治、政府角色定位以及时代背景四个角度对这一必要性进行分析 ,并对如何建立政府诚信进行了初步探讨。
Enterprises and individuals lack honesty with the development of market economy. What is worse is that the government, which is not a main part in market economy, also lacks honesty. At present, we pay little attention to governmental honesty. In fact, governmental honesty is vital. This thesis analyzes that governmental honesty is prerequisite in four aspects: democracy, ruling by law, the role played by government and the time background. It also sets forth the ways for establishing governmental honesty.
