摘要
信息化社会中,官僚制政府面临两种困境:一是官僚体制的内在缺陷造成政府管理绩效下降;二是信息化发展对官僚制政府社会中心地位的巨大冲击。电子化政府作为信息化社会的新型政府模式,将为政府摆脱困境,实现管理创新创造条件。建设电子化政府不只是对传统官僚制政府的技术化改造,这将是一场由新技术革命引发的政府革命,是对传统官僚制政府的组织结构、运行机制、治理理念、管理模式以及政府职能的全面再造。
In the information society,a bureaucratic government has two dilemmas:one is the decline of the efficiency of its administration caused by its intrinsic flaws;the other is the great influence of the development of the information society on the core role of the bureaucratic government in society.The egovernment,as the new government pattern in the information society,will create the conditions for the administration of the traditional government and its relief from the dilemmas it has.The building of the egovernment is not the technological reform of the traditional bureaucratic government,but a governmental revolution incurred by the new technologiesa complete recreation of the organizational structure,the operating system,the administrative ideals,the administrative pattern of the government affairs and the functions of the government of the traditional bureaucratic government.\;
