摘要
国外智慧城市建设主要表现出知识创新、用户创新、平台创新、分享创新和协同创新五个方面的特征。实践中,上海的智慧城市建设面临信息分割、监管乏力、公众满意度不高和公众对网络安全认识不足等问题。上海智慧城市建设的突破路径在于:通过新一代信息基础设施建设,强化智慧城市的平台承载能力;深化数据资源的共享开放,提升信息资源的采集利用能力;发展新一代信息技术产业,增强技术供给和产业化能力;加强网络和信息安全保障,夯实智慧城市安全基础。
The construction of smart cities in foreign contries mainly shows the characteristics of knowledge innovation,user innovation,platform innovation,sharing innovation and collaborative innovation.In practice,Shanghai’s smart city construction is facing with such problems as informa-tion segmentation,weak supervision,low public satisfaction and insufficient public awareness of net-work security.The breakthrough path of Shanghai's smart city construction lies in:strengthening the carrying capacity of smart city platform through the construction of new-generation information infras-tructure;deepening the sharing and opening of data resources to improve the ability of information resources collection and utilization;developing new generation information technology industry to strengthen technology supply and industrialization ability;strengthening the security of network and information for the foundation for smart cities.
