摘要
为了根治黑恶势力犯罪 ,及早改变目前打黑工作被动出击的局面 ,公安机关有必要着手进行“打黑除恶”工作长效机制的规划和建设 ,构建一个针对黑恶势力的主动进攻型机制。
In order to eliminate the crimes committed by the black and evil force and hence transform the present passive police work,it is necessary for the public security organs to make a long-term functioning program and construct an initiative attack mechanism.
