摘要
整个刑事诉讼程序犹如一座大厦 ,而侦查程序则如同这座大厦的地基 ,因此 ,刑事侦查程序的构建至关重要。科学合理的刑事侦查程序内在地包含了人权保障和秩序保障价值目标 。
The whole criminal litigation procedure is just likea mansion,of which criminal investigation procedure is the foundation stone.So,the constitution of criminal investigation procedure is of prime importance.Scientific and reasonable investigation procedure naturally contains two goals of value which are the guarantee of human rights and public order and their positons and fixed by weighing the advantages and disadvantages.
