摘要
数字城市建设是目前国家信息化建设的重点。在建设过程中由于对数字城市建设定位以及战略意义的认识不足,导致技术理性主导数字城市化建设工作的现象突出,带来较大的社会影响。在对技术理性僭越的批判的同时,数字城市建设应当重视人文文化建设,建立人文理念,重视培育市场需求与环境建设,稳步渐进,讲求实效,在应用中求发展,注重社会效益与经济效益。
Digital city construction has been a hot issue in the field of science among many countries. It plays an important role in the development of the national economy and social informationalization. It also contributes to the reconstruction of the traditional industry and the economic framework. The realization of the digital city construction can also help to be more competitive in the world. Digital city construction is an emersion of the real city with the functions of information query, supervisory management and decision making supporting. It is a scientific and systematic organization of the physical, logic and geographic data as well as other data in social and economic developments. It is the application of WebGIS & OpenGIS based on the Internet establishment, geographic information and geographic data. At the same time, related law, policies and regulations are also taken into consideration. In this way, people can get the right information at the right time conveniently. And the realization of being digital in our daily life is not a long way to go. Out of the lack of knowledge on the orientation and strategic significance of digital city construction, technique rationality is dominant in digital city construction. It brings us serious consequences. The wrong technique orientations are made. Unilateral emphasis is put on technique control. Too much attention is put on technique construction and the soft technique surrounding construction is ignored. Such a technique rationality dominant digital city construction might lead to a strategic mistake in city construction and negative social consequences. It might lead to a simple pursuit of technique advancement, a waste of money on equipment and ignoring the human diatheses construction. Rationality is the core of the culture of modern science and technology. Technique rationality is based on the specific purpose.
