摘要
社会组织现代化建设是社会组织改革的必然选择。提升社会组织能力,是加强和创新社会建设,实现国家治理体系和治理能力现代化的重要举措。Z市作为最早发展社会组织的地区,在社会组织现代化建设的过程中依然存在五重困局:社会组织人才建设不足,资源缺乏、信息公开制度不完善,经费不充分、社会支持不够,内部治理不完善,自主性较低。为此应当大力发展社会组织,加快社会组织现代化改革步伐。通过加快政府购买服务和政策支持,重视人才培养,推进社会组织的内部治理创新建设,提升社会组织提供服务的能力,进一步激发社会组织的创新能力和活力。
The modernization of social organization is an inevitable choice for social organization reform. Improving the capacity building of social organizations is an important measure to strengthen and innovate the society and to realize the modernization of the national governance system and governance capacity. As the earliest area for the development of social organizations, Z City has five difficulties in the process of modernization of social organization: insufficient social talent construction, lack of resources, imperfect information disclosure system, insufficient funds, insufficient social support, imperfect internal governance, and low autonomy. We should vigorously develop social organizations and accelerate the pace of the modernization and reform of social organizations. By accelerating government procurement services and policy support, we will focus on cultivating talents, promoting internal governance innovation of social organizations, enhancing the ability of social organizations to provide services, and further stimulating the innovation ability and vitality of social organizations.
