摘要
功能分区是自然保护地得以有效管理的必要手段,分区管理是实现区域规划建设和规范管理的重要技术方法,可为后续的土地权属调整、项目空间布局、分区管理和社区搬迁补偿等方面提供依据。本文综合分析了国外代表性国家公园的功能分区经验,总结了中国主要保护地功能分区模式与存在的问题,结合国内多种保护地的管理实践,提出了新时代背景下国家公园功能分区的一种新模式。
Functional zoning is a necessary means for effective management of nature reserves,and zoning management is an important technical method for regional planning,construction and standardized management.It can provide a basis for subsequent land ownership adjustment,project spatial layout,zoning management and community relocation compensation.This paper comprehensively analyses the experience of functional zoning of representative national parks abroad,summarizes the main functional zoning modes and existing problems of protected areas in China,and puts forward the functional zoning mode of national parks under the background of the new era combined with the management practice of various protected areas in China.
