摘要
中央高校改善基本办学条件专项资金投入以来,全面促进了办学条件升级改善,有效提升了科学研究生产力,充分彰显了以绿色校园建设引领教育新风尚,对发挥校园文化环境育人功能、增强平安校园建设的保障能力、提升师生获得感发挥了积极作用。在建设教育强国、全面统筹推进世界一流大学和一流学科建设的新时代,优化资金合理配置、实现工程项目各阶段统筹协同、加强修缮工程管理人员队伍建设、构建个性化与标准化兼顾的科学设计体系、开发基于"全生命周期管理"的建筑管理信息化应用系统等是提升国拨专项资金投入绩效的有效途径。
Since the investment to the universities under the direct affiliation of the central ministries,the national special fund for improving the universities’ basic conditions has promoted the upgrade and improvement of teaching conditions in an all-round way,effectively promoted the productivity of scientific research and fully demonstrated a new education fashion of green campus’ construction,which has played an important role in enhancing the level of cultural education,strengthening the guarantee ability of the safe campus’ construction and improving the sense of teacher-student acquisition. In the new era of building a powerful country in education and comprehensively promoting the construction of world-class universities and disciplines,effective ways to improve the performance of state-allocated special fund involves optimizing rational allocation,coordinating various stages of the project,strengthening the management team construction of repair projects,building a scientific design system considering individualization and standardization,as well as developing a construction management information application system based on'a whole life cycle approach'.
