摘要
残疾人养老问题是养老问题中的重要方面,但相关研究却很薄弱。残疾人养老问题,在形式上是一个特殊群体晚年生活的问题,在实质上则反映了国家社会等多方面发展的状况。因此,解决残疾人养老问题在推进社会建设和发展、强化残疾人"两个体系"建设以及提升残疾人生命生活质量等方面均具有重要意义。由于残障,残疾人养老在需求形成、服务性质、服务提供以及养老过程等方面均表现出不同于老年人养老的特殊性。提出了包括基本思路和政策设计两大部分的残疾人养老政策体系。
Pension for the disabled is an important aspect of endowment problem, but the relevant research is very limited. This paper considers that pension for the disabled is a problem of a special group in later life in form and also reflection of development status of the country and society in essence. Therefore, it is important to resolve the problem in the social development, promoting the“two system construction”, and improving the life quality of the disabled. There are some particularities that pension for the disabled displays in many aspects:requirements forming, service supplying, endowment continuity and so on. The paper ifnally puts forward some related countermeasures for the disabled including basic ideas and policy design.
