摘要
2016年,中央在全国开展了承担行政职能事业单位改革试点工作,由于试点工作中置换行政编制等政策没有延续,各省普遍认为全面推进改革难度较大。2018年,辽宁省全面推进事业单位改革,在全国率先完成承担行政职能事业单位改革。本文阐析了辽宁省承担行政职能事业单位改革的范围、标准,对全面推进承担行政职能事业单位改革的策略进行了深入分析,并探索出辽宁特点的改革路径。
In 2016,after the study on the restructuring of the central government,the China National Office issued the Guiding Opinions on the Implementation of the Pilot Reform of Administrative Functions and Institutions,and the Central Office issued the Notice on the Implementation of the Pilot Reform of Administrative Functions and Institutions at the Local Level.We carried out pilot reforms of administrative functions and institutions throughout the country.From2017 to 2018,Ningxia conducted trials throughout the autonomous region,and Jiangsu,Anhui,and Guangdong provinces conducted trials at the provincial level and some cities and counties at the same time.Other provinces and autonomous regions have selected a number of cities and counties for pilot reform.Due to the fact that the policies such as replacement administrative preparation have not been continued in the pilot work,the provinces generally believe that it is difficult to comprehensively advance the reform.This paper analyzes the reform practice in Liaoning province,expounds the scope and standard of undertaking the reform of administrative functions and institutions,analyzes the strategy of comprehensively advancing the reform of undertaking administrative functions and institutions,and gives the reform path.
