摘要
本文立足于对化解产能过剩企业社会保险缴纳、待遇支付、转移接续等方面的问题和挑战进行梳理,结合宏观政策演进方向和课题组摸排调研的情况,提出了化解产能过剩矛盾中优化社会保险政策、强化实施的具体建议,提出了有一定创新、可操作的举措。研究成果可为实务部门应对产能过剩引致的就业及社会保险问题提供依据,也可为政策研究部门和高校等学术机构提供参考。
This project is aimed at summarizing the problems and challenge facing overcapacity enterprises in terms of social insurance contributions, salary payment, social insurance transfer and renewal and etc., and then putting forward specific suggestions with consideration to the evolution of macro policies and researches made by the project team.The research report, based on a systematic analysis of related literature home and abroad, questionnaires as well as field research materials, sorts out the existing problems in social insurance, and at the same time proposes some concrete innovative and feasible measures to solve the overcapacity issue, optimize social insurance policies, and ensure their implementation.Research results can not only be adopted by related department to deal with employment and social security issues, but also be referred by policy-research institutions, and colleges and universities.
