摘要
美国产业工资集体谈判对收入分配影响的演变说明,不仅制度因素,市场因素更直接影响产业工资集体谈判实效。在经济全球化背景下,我国大部分产业的市场结构和在国际市场上的竞争力制约着产业工资集体协商达到普遍改善雇员企业收入分配地位的目标。面对民营企业雇员集体诉求的增加,政府和总工会应分类协调,寻找协调民营企业集体劳动关系的务实路径,慎重地以行政力量推进产业(行业)工资集体协商。
The Evolution of the US industry collective bargaining effects on wage income distribution shows that not only institutional factors, but market factors also and more directly affect the effectiveness of industry collective wage negotiation. In the context of economic globalization, the market structure and competitiveness in the international market of most of industries are restrictions for the industry collective wage negotiations to reach common goal to improve income distribution. Faced with the increase of employee collective aspirations in private enterprises, the government and Federation of Trade Unions should give classif ied coordination to employee collective aspirations,and promote industrial collective wage negotiations cautiously when based executive power.
