摘要
当前我国的工资集体协商工作进展顺利,成果显著,但是笔者发现,当前我国工资集体协商工作中主要存在着四个方面的偏差:(1)简单地认为进行"工资集体协商就是涨工资";(2)简单地认为工资集体协商就是"劳资博弈";(3)简单地认为推行工资集体协商制度就是签订工资专项集体合同;(4)简单地认为工资集体协商仅仅为实现经济目标。四种观念偏差的成因主要是对当前我国集体协商制度所处的发展阶段认识不清,对我国集体协商制度的特点认识不清,新任工会干部比重太高,工会干部人数太少,任务繁重。对于观念偏差的纠正,本文提出了三点建议:(1)积极开展各种形式的宣传;(2)创新各级工会培训工作;(3)运用唯物辩证法来认识当前的集体协商工作。
At present, the work of current collective wage negotiation in china goes well. Its achievement is remarkable. But the author also finds deviations of the current collective wage negotiation in the following four aspects. First, the collective wage negotiation is simply considered as pay rise; Second, the collective wage negotiation is simply considered as Game between the Labor and the Capital; Third, simply consider the implementation of the collective wage negotiation system is to sign a dedicated collective contract; Fourth, the collective wage negotiation is simply deemed to achieve economic goals. The main reason of above deviation is that the current development stage and the characteristics of China's collective wage negotiation system is not clearly understood. The proportion of new trade union cadres is too high and the number of union cadres is too small, and also the task is arduous. Three countermeasures are put forward to correct the deviation of the concept. First, actively carry out various forms of publicity; Second, work on innovation trade union cadres training at all levels must be explored; Third, using materialist dialectics to understand the current work.
