摘要
农民工欠薪已成为当今我国阻碍城市化发展的重要矛盾之一,为有效解决欠薪事件频发问题,从农民工、政府、施工单位及建设单位等四方主体因素出发,借鉴因果分析法,构建4根"大骨"与13根"小骨"结构组成的鱼骨图模型,对建筑行业农民工欠薪事件频发进行原因剖析。在传统社会环境外在因素的解决措施方法基础上,以施工变更资金支付流程为案例,提出以建设单位为核心的项目管理内在因素的建筑行业农民工欠薪解决措施及政策建议。
Arrears of wages for migrant workers have become an obstacle of urban development. In order to solve the problems, a model of fi shbone diagram with 4 large bone and 13 small bone structure was established based on four main factors such as migrant workers, government, construction companies and owners to research the causes of arrears of wages for mig rant construct ion workers. Based on tradit ional methods to solve the social external factors, an internal method and policies of project management factors was established in cases of construction change payment to solve the problems of the arrears of wages for migrant workers.
