摘要
创新社会治理是推进国家治理体系和治理能力现代化的重要内容,安全生产社会治理体现了社会多元参与的特点。浙江省结合实际,坚持市场主导、企业自主、政府推动、社会参与的原则,充分激发社会多元主体参与安全生产工作,推进企业委托服务、政府购买服务、三方联动、行业片组互助、园区企业协作和保险机构参与管理等社会化服务模式,构成多主体、多层次、多类型的安全生产共治格局,取得了明显的成效。结合浙江省的实践,对安全生产社会化服务工作进行探讨与思考,理论分析与实践证明,推进安全生产社会化服务工作,是顺应经济社会发展形势的安全生产监管机制与理念创新,将有效助推政府职能转变,促进安全生产监管体制改革,完善安全生产治理体系,提升安全生产治理能力。
Social governance innovation plays an important role in promoting the modernization of China’s national governance system and governance capacity. Based on local condition and principle of market orientation,enterprise autonomy,government promotion and social participation,Zhejiang province fully encourage social multi-subjects to take part in safety production,promote mode of enterprise purchasing service,government purchasing service,three- party linkage,industrial slice- group cooperation and governance participation of enterprise cooperation and insurance industry to participate in the management,to integrate work safety co- governance mode of multi- subjects,multi- layers and multi- types,with significant achievements. In consideration of practice of Zhejiang province,socialized service of work safety is explored and discussed. By theoretical analyses and practical evidences,it is proved that promotion of socialized service of work safety,as work safety supervision system and idea innovation in line with the economic and social development situation,can promote transformation of government function,accelerate work safety supervision system reform,improve work safety supervision system and improve governance capacity.
