摘要
作为依法治国的核心——制度安排,依法行政同样需要其存在和发展的制度基础。依法行政的制度基础应包括三个维度,即宪政基础、市场经济制度基础和社会领域的制度基础。从某种意义上说,依法行政的发展、完善及有效程度的提高,主要依赖于其制度基础的发展和完善。
As the core institutional arrangement of ruling by law, administrating by law also needs institutional foundations for existing and developing. The institutional foundations of administrating by law should contain three perspectives, that is to say, constitutional foundation, institutional foundation of market economy, and social institutional foundation. In some way, the development and effectiveness of administrating by the law lies in the development of institutional foundations.
