摘要
美国国防高级研究计划局(DARPA)是全球国防科技创新领域的领头羊。本文采用技术成熟度分析DARPA的研发项目,得出结论:DARPA将"第二棒"确定为自己在国防科技创新接力链条中的任务定位。同时,为有效应对国防科技创新的不确定性,DARPA采取了"滚雪球"的做法,持续做大"第二棒"项目,并营造良好创新生态。DARPA的定位与做法具有重要借鉴价值。
Defense Advanced Research Projects Agency( DARPA) is the world leader in the field of defense science and technology innovation. By analyzing the DARPA's projects through technology readiness level,the paper draws conclusions that DARPA defines its function in the innovative relay chain as the second link. Meanwhile,in order to reduce the uncertainty of defense innovation research approach,DARPA provides a good innovation environment and adopts a'Snowball'strategy to enlarge the second-link projects and create a favorable environment of innovation. DARPA's position and practice are of great reference value.
