摘要
本文利用2008—2011年中国创新型企业的面板数据,结合多元回归模型,构建三个不同维度的政府参与调节机制,分析了企业动态能力与海外研发之间的关系。研究发现,企业动态能力越高,其海外研发投资占研发投资总额的比重越大;微观政府参与正向调节人力资本与企业海外研发之间的关系,却受到宏观政府参与负向的二次调节作用;企业创新能力促进研发国际化,但受到微观政府参与负向的调节作用,并且宏观政府参与对其的二次调节作用并不显著;不同区域和所有制类型的企业,政府参与的调节机制存在差异。本文的研究从企业能力与多层面政府参与交互效应的视角深化了中国制度情境下战略寻求性企业国际化决定机制的认识,同时为中国创新型企业,尤其是中西部企业在创新能力有限的条件下,有效借助政府参与进行研发国际化提供了一个全新的解释。
Employing the Chinese innovation enterprises Panel Data over the period of 2008- 2011,this paper uses multiple regression models and builds a regulating mechanism from three different dimensions of government involvement to test whether the dynamic capabilities of enterprises can affect oversea R&D. We found that the enterprise'overseas R&D has a positive relationship with the dynamic capabilities; micro- government involvement plays a significantly positive role in moderating the relationship between the dynamic capabilities and the overseas R&D while macro- government involvement makes a second significantly negative moderating role; enterprises' innovation ability can promote the internationalization of R&D,but the micro- government involvement has a significantly negative moderating role,and macro- government involvement's secondary regulation is not significant; the regulating mechanism of government involvement also depends on the area and ownership types of enterprises. From the perspective of the interaction between enterprise capabilities and multi- level government involvement,this study deepens the strategy- seek decision mechanisms awareness about enterprise internationalization under the Chinese situational regime. In addition,this study provides a new explanation for the phenomenon: under the conditions of limited innovation ability,innovative companies in China,especially in Midwest still choose the internationalization of R&D under the effective help of government involvement.
